Becuase even chariatable instutions like the Salvation Army must practice smart marketing techiniques and intelligent resource use. People have come to expect the bell ringing at Christmas time. Many are willing to give during this festive time of good will toward others. However, if it goes on all year long people would bound to tire of it. Kind of what makes it special is that it only happens during that one season. Not to mention that the bell ringers are volunteers are out there from the goodness of their hearts. Trying to man the bells would be a logistical nightmare. In fact, if you watched the news the last couple of years, the Salvation Army has been having a difficult time recruiting new bell ringers. Additionally some stores are now limiting the amount of time the Salvation Army can ring their bells in front their establishment, even during the christmas season.
